INTERNAL CERTIFICATION IN THE PERSONNEL DEVELOPMENT MANAGEMENT SYSTEM OF HEALTHCARE FACILITIES

Abstract

An article considers approaches to determine the essence of personnel certification,  certification interpretation approaches in a broad and narrow sense are summarized, the author's certification definition is given as a component of personnel development management, which is designed to ensure: compliance of employees with current norms and requirements, corporate ethics, professional and qualification requirements, personal qualities requirements; personnel development and increasing its potential, considering the strategic goals of the organization's development for the career planning purpose, enrollment in the personnel reserve, further job transfers, planning of the wage fund, increasing discipline and responsibility, the general development stimulating and improving the qualifications and professionalism of employees.

The current system of certification of health care employees allows to determine compliance with a certain category, but does not allow to implement other functions of certification: assessment of the employees potential to substantiate their professional advancement; motivation for personnel development, increased responsibility for the work efficiency and quality, rationality of the specialists placement, considering their specialization, experience, professional skills, and the complexity of the tasks they performed.

Identified shortcomings determine the need for the introduction of internal medical employees’ certification. In the article were defined general provisions (purpose, main tasks, areas of results implementation, and basic principles of certification); the procedure for the formation of a certification commission; guidance for preparation and conducting certification, summarizing and implementing the recommendations of the certification commission.

A practical significance of the research results lies in a scientific and applied regulations development on the implementation of internal employees’ certification of healthcare facilities and the Draft Regulation on the internal employees’ certification of a Мunicipal Еnterprise «Volyn Regional Center for Emergency Medical care and Disaster Medicine» Volyn regional council.
