CHANGING THE TRAJECTORY OF THE TRANSITION OF THE SOCIO-ECOLOGICAL-ECONOMIC SYSTEM OF UKRAINE TO SUSTAINABLE DEVELOPMENT AS A CONSEQUENCE OF THE WAR

Abstract

The article examines the problem of changing the trajectory of sustainable development of the socio-ecological-economic system of Ukraine due to the negative consequences of the war. The main purpose of this article is to study the scope of changes in the trajectory of the transition of the socio-ecological-economic system of Ukraine to sustainable development as a result of the war and other negative factors for the further development of anti-crisis measures. The systematization of literary sources and approaches to solving the problem shows that in difficult war and post-war times for Ukraine, it will be extremely important to identify the current trajectory of the transition of the socio-ecological-economic system to sustainable development and its possible change as a result of the war. The urgency of solving this scientific problem lies in the fact that the war will obviously lead to the need to make significant adjustments in the process of implementing the Sustainable Development Goals in Ukraine. The methodological toolkit of the research was the use of the methodology of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), which allows for the assessment of regional and subregional progress on the way to achieving the Sustainable Development Goals 2030. The object of the study is the process of transition of socio-ecological-economic system of Ukraine for sustainable development based on the implementation of the 2030 Sustainable Development Goals determined at the national level. The article presents the analysis of the results of the interim assessment of the current progress in achieving the 2030 Sustainable Development Goals in Ukraine for the period 2015-2020, conducted by the State Statistics Service of Ukraine, which showed that up to since the beginning of a full-scale war, the implementation of 8 of the 17 Sustainable Development Goals 2030 in Ukraine was ahead of the target indicators, instead, significant problems arose with regard to the achievement of Goals 4, 7, 10, 14, 15, 17. The study empirically confirms and theoretically proves that human, material, financial, natural losses, which suffered by Ukraine as a result of the war will undoubtedly lead to a slowdown or loss of the positive pace of achieving the Goals, for which positive progress was achieved as of 2020, and for the Goals that were not achieved at that time, it may be appropriate to revise the defined target guidelines downwards. The results of the study can be useful for state authorities, scientists and practitioners who actively influence the process of transition of the socio-ecological-economic system of Ukraine to sustainable development.
